Adds global admin role
Adds user admins for teams
Locks deleting orgs, valuestreams, and teams to the global admin
Locks updating teams to user admins and global admin
Automatically adds creator as user admin to a team
Adds /users endpoint to get list of users to allow frontend to build UI to update user admins
