Update to match how current collectors are set up

Used Jira collector as reference for updating.

• Added basic examples of models to work with
• Added basic functions for fetching, querying, and collecting the models
• Added tests for all functions
• Updated go version and lint configuration
• Updated readme and added instructions for what to change
• Added package.json, husky, and cypress set up
