Add basic filesystem monitoring polices and tests

Summary
Add monitoring policies that will be used during the demos for reference. These are not currently part of the helm chart and need to be installed separately. Eventually they will be incorporated into the chart
This is currently blocked on our usage of EKS in CI. We need a newer Kernel version for Tetragon to work successfully
