Initializing chart with first sync

Initial KPT sync for VPA chart against the cowboysysop VPA chart.

Issue AC:

• Ensure admissionController.enabled=true by default
• Populate a CHANGELOG.md with an initial entry
• Generate a README.md from the BigBang template
• Add a CODEOWNERS file and merge to main branch
