Merge branch '99-ips-created-by-bb-can-possibly-create-invalid-secrets' into 'master' 

Resolve "IPS created by BB can possibly create invalid secrets"

Summary

Set the default values back to `registryCredentials.registry: registry1.dso.mil`, and only create IPS when valid combinations of `registry/username/password` are provided.

This ensures it's impossible for users to create an invalid IPS.
