Appliance Mode Document and Values File

Create and populate a values file in docs/assets/configs under an appliance-mode folder with a README.md stating our goals and objective from the linked Epic, along with a values file for core using loki monolith with PVC backing and every app using their value overrides from BigBang's tests/test-values.yaml so resources are smaller and fewer replicas are used where possible.
