Enable REGISTRY_ONLY in istio mesh at the Big Bang level

Summary

We should start off &160 (closed) by globally enabling REGISTRY_ONLY traffic in the mesh config. This will involve creating a new top-level field for istio configuration in the Big Bang chart values, that will dictate how the meshConfig section of IstioOperator is set.
