Update Istio to 1.10.4

• Update istio operator from 1.10.3 to 1.10.4 and create a release tag
• Update istio control plane from 1.10.3 to 1.10.4 and create a release tag
• Update Big Bang default values to use 1.10.4 releases of operator and control plane
• Validate istio operator and istio control plane are functioning properly by checking ingress to several apps through Ingress Gateway
• Validate authservice works for at least one application (it has an Envoy Filter that affects how Istio behaves)
