Update `wait_crd` to run on addons

Added mattermost to demo this.

• changed the yq command so it scrapes both core and addons + uses path instead of keys (so that addons get their full path)
• changed the values file to CI_VALUES_FILE since that is where things get enabled/disabled in CI
