@rob.ferguson / @brettcharrier I'm good closing the linked issue with this MR but I want to make sure we capture the incomplete piece in a new issue: Istio mTLS configurable (defaulting and working with STRICT). I don't think we have a PeerAuthentication in place yet that sets the mTLS mode?
