fix(loki): enable per-package istio hardening integrations

This MR reconfigures Loki's default values to explicitly enable or disable hardened istio integrations with other Big Bang packages depending on those packages' enablement.

This MR is required to resolve big-bang/product/packages/loki#212 (closed).
