Resolve "Update Umbrella Template for Kyverno Reporter"

Summary

Update umbrella template for KyvernoReporter to use new helpers so it can work with current Istio implementation and upcoming operatorless Istio.

Relevant logs/screenshots

Package was not using helpers necessary to allow usage of new Istio implementation causing tests to fail. Update umbrella template to use new helpers to allow both Istio implementations to function properly. Validated test was able to run successfully:
