Monitoring Package Flux Specific CRD settings

Summary

Bumping Monitoring Package to ensure CRD templates match the updated version from the upstream helm chart.

Also adding in flux specific settings to handle CRD upgrades.

This is a follow up to #217 (closed) since CRDs in chart/crds/ didn't get updated in kpt pkg get last week.
