Update renovate.json to match all instances (environments) for expected files

Description

• Update the renovate.json to match all instances (what would indicate environments) of the expected files that contain the package information.

• Add documentation for how to omit the strategy directories from update after the environment directories have been created.

Testing

See an example of the issue this would create here. This Includes the updated renovate.json and an ignore path for package-strategy - which would otherwise update the same fields if the ignorepaths entry was not present.
