Resolve "Publish per release list of OCI artifacts"

Summary

Add to the release documents an OCI Package Txt file. This adds the OCI Clean Install so that we can pull the HelmRelease/HelmRepo artifacts from k8s. MR was tested by commenting out Anchore Secrets which must be reenabled
