Adjust wording for adopters in incubating and graduated maturity levels

Changes the wording for criteria to get to incubating and graduated so that customers/organizations can either plan to use or actively be using the package to meet the criteria. This will avoid the problem where customers may be hesitant to adopt a package into production until it has met a maturity level. By customer's expressing a plan to run the package in production, the package can progress to a higher maturity level.
