feat: add templates for conformant stack

Summary
This is a follow on MR to !168 (merged) which adds templates for populating the conformant stack checklist along with explanations/evidence for each requirement.
Following approval of this template Big Bang Core should be submitted as the first conformant stack. An initial draft of this was completed in my fork here to validate the template and that it could be filled out for Big Bang Core, but this should be reviewed and updated by the Big Bang maintainers for validity.
