Spike: Alloy Functionality Feature Story

    Spike to create new stories with user features for ALloy, exploring the following user features

    • User enables monitoring + alloy-metrics, alloy collects metrics and pushes to prometheus, prometheis does not scrape metrics
    • User enables montoring + mimir + alloy-metrics, prometheus does not scrape, alloy scrapes and sends to mimir and prometheus
    • User enables loki, we should default to enabling alloy-logs (disable promtail)
    • User neable tempo, we should default to enable alloy-receiver
