Update Ironbank

I was able to bring in all upstream changes except for the appVersion upgrade to 2.8.4 (current is 2.8.2). We are waiting for the iron bank image to be upgraded to 2.8.4 before we can upgrade the appVersion, but all of these changes fairly minimal and seem to work fine with 2.8.2, so I think we can go ahead and merge and then bump the image when it's available in iron bank.

Note that I did move to the ironbank bitnami image for redis-exporter. Not sure why it was using a public image.

I did run the cypress tests locally, and they did pass.
