Resolve "Refactor test to remove Kyverno Policy"

Summary

We currently have a kyverno policy exception in order to test the UI for argocd. Refactoring the way we accomplish this task should allow us to no longer require a kyverno policy exception.

this is specifically the issue.

This also updates the Cypress test to make use of the YAML editor which has less issues when filling out the form.
