Notes on this update:

• This renovate flagged a new tag for configmap-reload, however the most recent upstream fluentbit chart is still using the older version, so deferred to that. Renovate might keep flagging this tag delta, I'm not sure if there's a note we can place that upstream hasn't yet made the change, or will just have to continue to revisit.
• I updated the DEVELOPMENT_MAINTENANCE.md doc with some things that tripped me up along the way; particularly in integration with elasticsearch. The elasticsearch cert secrets need to be manually copied to the namespace, so added that as a note in the doc (2.0 breaking change).
