It looks like we're missing some changes from upstream. I noticed the added upstream value but no changes to any templates...there was a new addition for the upstream value to this configmap that didn't get pulled down.

I'm guessing because we have made modifications to the configmap kpt didn't pull this in. It might be worthwhile to do a --strategy force-delete-replace for the kpt update to see if there's anything else we missed (although it might be painful to re-add all our modifications).
