Rename Fluentbit chart for OCI consistency

See issue - big-bang/bigbang#1383 (closed)

This renaming will be fully backwards compatible due to the use of the nameOverride value. The goal is to ensure that OCI artifacts are published with a name matching the values key, HR name, etc.

The only change is to helm.sh/chart labels since they do not use the nameOverride. If we are worried about this change we could modify the helper, but everything should work across an upgrade with any issues, this label was not used for any podselectors, etc.
