Create networkpolicies for gitlab-runner

For Big Bang 2.0 gitlab runner can be deployed in its own namespace separate from gitlab namespace. Need to create sane NPs for whatever namespace gitlab-runner is deployed in. Somehow needs to be conditional on gitlab-runner being in a namespace other than gitlab.
