SKIP UPGRADE: Fix Gitlab Postgres (Kyverno Violations)

Follow on to https://repo1.dso.mil/platform-one/big-bang/apps/developer-tools/gitlab/-/issues/128

Upgrade tested successfully from 5.8.2-bb.2 -> this branch. Skip upgrade added because the upgrade removing the subpath seems to cause crashes in the postgres pod - will not affect any customers since we have not shipped out 5.8.2-bb.3 in any release.
