Resolve "Istiod - Tracing Configuration Missing"

Summary
- Adds trace collector values and comments in the package values.yaml. These values are what enables istio sidecars to send tracing data to the collectors.
- The tracing configurations will be set in the subsequent Big Bang MR under
bigbang/chart/templates/istio-core/values.yaml. - Link to the BB tested changes: BB Test MR
