SKIP UPDATE CHECK fix(wait): fixing wait script

Summary

This MR resolves some issues with the Kiali wait script.

First thing it does is move it to the correct location for the CI pipelines to actually execute it.

Second thing it does is make the logic around waiting for Kiali to be ready a bit more robust.
