Remove line number references
All of the references to line numbers in chart/values.yaml in DEVELOPMENT_MAINTENANCE.md are wrong due to changes in the upstream. I removed the line references and replaced them with references to the position of the value in the file (e.g. enterprise.provisioner.enabled instead of a line number).
