Update allow-egress-api NetworkPolicy template

Summary

This MR updates the allow-egress-api network policy to allow for setting the vpcCidr value. This value is defined in the global network policies settings below. mattermost-operator requires the vpcCidr to run successfully with network policies enforced on EKS.
