Revert Postgresql 15 update changes

Summary
We have discovered several challenges related to the upgrade of the bundled bitnami postgresql subchart in mattermost to support postgresql v15. We have been unable to resolve the issues in a timely manner for the upcoming bigbang release. Discussion with anchors has determined that reverting is the best short term solution while the future of this is being discussed.

The upgrade step is (again) expected to fail. There is no downgrade path from 15 back to 10/12.
