Resolve "Allow users to enable the enterprise edition of mimir"

Summary

• Allows users to enable Mimir Enterprise (Aka Grafana Enterprise Metrics) with the image available in Ironbank.

IMPORTANT NOTE: We do not have a valid license to test enterprise license features with, but we can test that the enterprise images startup cleanly.

• I will add a NOTES.txt to umbrella with a similar warning when enterprise is enabled.
