Summary
- Added new helper for minio tenant labels
- Removed additional values that were added as part of the previous solution
- Updated Development Maintenance doc to record changes that need to stay

Verified labels show up properly with no warnings:
Also verified packages that use Minio as a dependency are now getting the proper labels (Used loki as a test although it also required an update to its local helper file from minio.labels)
