Allow Nexus to create multiple roles

When sso is enabled and roles are added to a downstream values.yaml, the SAML job should allow for a list of roles, rather than a single static role, to be created.

We removed the license check from the configmap-sso.yaml, and created a second job in saml.yaml that only creates roles (not realms or idp-metadata) which runs if there is no license key available.
