3.60 Upgrade: Update ConstraintTemplate CRD

As part of the upgrade process to 3.6.0, contrainttemplate v1 needs to be in main branch to resolve the upgrade error.

Error: UPGRADE FAILED: unable to recognize "": no matches for kind "ConstraintTemplate" in version "templates.gatekeeper.sh/v1"

The storage: false is set for v1 to ensure v1beta1 by default the storage version
