Fix pods-have-istio and revert deny

This MR fixes pods-have-istio constraint regex to use false as intended in istio. It also reverts https://repo1.dso.mil/platform-one/big-bang/apps/core/policy/-/merge_requests/55 since this will be generate a different set of violations.
