Adding initial renovate configuration

Description

Adding renovate configuration to project root. renovate.json outlines the configurations required for updates in the chart/Chart.yaml and chart/values.yaml

Outliers

We should open a ticket to move the redis dependency to the OCI reference location and do further testing to ensure renovate can track updates to that OCI artifact.
