remove SKIP UPDATE CHECK from MR title, consolidate renovate MRs

Summary
This MR fixes an issue where renovate will create multiple MRs for packages instead of consolidating all changes into one MR. It also removes SKIP UPDATE CHECK from new renovate MRs by default.
