Pg image sync

Description

Modification of the values.yaml to use the same postgresql image as the postgresql dependency chart.

registry1.dso.mil/ironbank/opensource/postgres/postgresql12:12.9

Testing

Deployment of BB w/ sonarqube enabled. istio.mtls.mode has to be set to PERMISSIVE for this initContainer to be added.

This MR seems benign. But I am concerned about the implications of what was said about istio.mtls.mode in the description. I need to understand more.
