Update CODEOWNERS for Vault

Micah Nagel requested to merge codeowners-updates into main

Two changes:

  • Fix Israel's username
  • Nominate @michaelmartin as a new codeowner to replace Kavitha

Opening for discussion on the second change, I know Michael has contributed to Vault and seems to have a good understanding of it. Assuming Michael and existing codeowners are good with it...otherwise we'll need to find another person to fill the spot.
