Resolve "S3 default config results in needless comms around the world"

We were alerted by network monitors that our configuration of velero was creating AWS S3 noise across all the AWS regions. Turns out this is default behavior for Velero and S3 generally when a specific region is not specified. This configuration models that required configuration and sets what I believe is a sensible default in this context.
