created release tag 3.5.5-rc.1 from this branch to trigger pipeline

passing pipeline:

• Built and tested locally via docker compose.
• Also built into a docker image and published as registry1.dso.mil/bigbang-staging/keycloak-p1-auth-plugin/init-container:test-3.5.5. Deployed on a k3d cluster referencing this plugin image and tested.
