Update pyproject.toml to pull new repo

Description

Updated the pipeline runner version to use the latest image with ironbank-modules already installed.

• Was able to remove additional pip install commands, as they are no longer necessary.
• Updated imports to reference new module package

Risk

Significant... almost all stages/jobs are impacted, however testing should mitigate concerns.

Rollback Plan

Revert MR.
