pipeline1 retry logic

Chad Geary requested to merge pipeline1-retries into master
  • streamlines the pipeline1 retry logic
  • provides oscap scan a timeout (20 minutes) instead of the default 60
    • oscap silently fails on occasion (and has for a very long time), the 60 minute timeout/wait is too long
    • no scans longer than 15 minutes were witnessed over a 7 day period
