to support ironbank pipeline without a repository, introducing .. passthrough mode

if ENABLE_PASSTHROUGH is set, supply file CICD variables:
- PASSTHROUGH_DOCKERFILE
- PASSTHROUGH_DOCKERFILE_ARM64 (optional)
- PASSTHROUGH_LICENSE
- PASSTHROUGH_HARDENING_MANIFEST
