Draft: Readjust order post scanlogic drop

• adjusts jobs to use the build artifact to determine "IMAGE_TO_SCAN" and the image's SHA
  • the post-build and scan stages are now merged
• moves scan_logic artifact stubs to build job
• moves manifest.sh into the harbor job
• uses syft via anchorectl (no more create-sbom)
