Resolve "Implementation: Ubuntu pipeline"

• Ubuntu 18.04
• Ubuntu 16.04
• Ubi8

Note: We disabled the stages after Scanning for the Ubuntu tests as we are not yet able to parse the XML output from the Compliance and OVAL jobs.
