Set .Values.istio.values.hardened.enabled to true

After the testing period is complete and provides generally positive results, this story can be worked. It's very small, but is worthy of a significant amount of care and consideration.

In chart/Values.yaml set .Values.istio.values.hardened.enabled to true.

This turns on hardening by default, and provided the testing was extensive enough should be fairly tested and trustable at this point. Ensure that this is mentioned in the release notes and signaled ahead of time in all appropriate channels.
