fluent-bit image missing from CI generated images.txt

images.txt generated by CI job clean install is missing fluent-bit image.

Not sure why this was close: https://repo1.dso.mil/platform-one/big-bang/bigbang/-/merge_requests/303 but it looks to solve it. Maybe open this back up and get it into master?

The MR can be merged into master but it will be a temp fix. We need to probably take a closer look at why the fluent-bit which has previously been generated correctly became missing from images.txt.

https://repo1.dso.mil/platform-one/big-bang/bigbang/-/merge_requests/304 was later merged into release branch.
