Plan and Coordinate the Alloy Namespace Migration

Alloy is migrating to its own alloy namespace see issue. Part of the process to ensure that the migration is smooth will require:

• Testing the kubernetes namespace migration in the dev cluster
• Plan with the Release Team to ensure that this namespace migration doesn't end up in the same release as the v1 to v2 alloy upgrade
• Merge the development branch alloy-namespace-migration to big bang master
