turn off minio vs by default

Issue opened to resolve this at the minio repo level - https://repo1.dso.mil/platform-one/big-bang/bigbang/-/issues/282

For now need a workaround since we're trying to merge in a bug fix for mattermost/minio - https://repo1.dso.mil/platform-one/big-bang/bigbang/-/merge_requests/351
